I working on MS CRM 2016 on premise and need to know how to check my setup that related to MS CRM 2016 licensing is already fit and properly such as security roles, license type, and access mode. Refers to http://download.microsoft.com/download/1/B/6/1B632F92-F67A-4FB1-92F9-23E0169ABA79/Microsoft%20Dynamics%20CRM%20Online%20Licensing%20and%20Pricing%20Guide%20Spring%202016.pdf for simple sample, the basic license type not have access right for "Create workflows, bulk data import, and customizations across any entity" but after i tried to setup on license type in user using Basic and mapped the user to system administrator security role, I still create new workflow and even create new entity using that user and I checked on deployment manager they count it as basic.
Is there any easy way to making sure about this? please advise.

now I just have 2 license type plan for basic and professional.
